Gather all your ingredients: 3 cups all-purpose flour, 1 cup sweetened condensed milk, 1/2 cup warm water, 2 tablespoons sugar, 1 packet (2 1/4 teaspoons) instant yeast, 1/4 cup melted butter, and a pinch of salt.
Activate the Yeast
In a small bowl, mix warm water and sugar. Sprinkle the yeast on top and let it sit for about 5-10 minutes until frothy.
